The information demand of customer is gradually personalized along with the technical development of network and information and the growth of information explosion. At the same time the mode of traditional information service in the high school library is more hardly to satisfy this kind need of the customer's characteristic information. Therefore the personalized information service emerges with the tide of the times. Personalized information service is a kind of service that can offer information contents and the system function to satisfy customer characteristic demand according to particular need of the information usage behavior, habit, hobby, characteristics and special information demanding of customer.Although currently people have made great progress on the theoretical research of personalized information service, it is not satisfying on practice application of personalized information service as the small scale and low level of application, the narrow applied resources, and the worse effect of application, etc. Since personalized information service is the creation and development with applied need of the characteristic information and the direction of development in library information service, it can't be neglect. Which kind of factor is affecting to the characteristic information service with check and supervision in the fulfillment application of the library? According to this, the paper first discussed the foundation theories of the characteristic service of library and present applied condition, and then analyzed and studied the existent problem in library practice. We have found a lot of obstacles factors which have affected the characteristic information service of library. Those obstacles factors are the problem of system, the quality of librarians, the problem of copyright, the problem of mechanism, the problem of the customer, the shortage of information resources, the problem of service feedback, and the problem of customer attestation and funds, etc. Finally the paper has carried on these obstacles factor, and given a specific way and perfect measure to resolve these problems from technique factor and non-technique factor.
