Nowadays, with the rapid development of computer, communication, and network technology and the universal use of personal mobile communication devices especially mobile phones, as well as the increasing requirement of distributed network application, mobile Web Services are being focused and developing fastly. Meanwhile, J2ME, as a main development tool for mobile devices, has been used more and more widely. So, using J2ME to develop mobile Web Services has become an effective way to implement mobile e-business.Mobile Web Services based on J2ME and Web Services can provide us more flexible and convenient services without any restriction on the space and time. Wireless devices, however, are still in a state of poor processing capability, limited memory resource, low and unstable network connection speed, which makes building a wireless application by J2ME quite different from desk or enterprise application. Hence, to studying how to integrate Web Services better with mobile devices becomes a hot issue in the field of wireless application.According to the study and analysis of the existing Network Connection Access Model in this thesis, we explore a set of high performance and stable Network Access Model which also suits mobile Web Services, and try to put it into practice in electronic commerce system so as to motivate the growing of mobile e-business, or wireless network information services.To develop the application based on J2ME and mobile Web Services, there is a theoretical and systematic analysis on J2ME framework and the technologies related with Web Services. In this thesis, Development of MIDlet is introduced first and followed by the basic concept of Web Services and technical specification (XML, SOAP, WSDL and UDDI). Finally, there is a specific research on the integration of J2ME and Web Services. With the theoretical analysis of J2ME and Web Services technologies, the idea of integrating the both now achieve to fill application forms for college and university via mobile phone, which helps to discuss how to access Web Services more efficiently by mobile client so as to implement accessing Web Services by taking the advantage of such technique.This successful case shows us a way for further research and application development of mobile electronic commerce application in the future.
