This paper researches for the background of risk guardians, studies the intergration of spatial data, sharing data and spatial database engine, so that realize the seamless integration of spatial data and attribute data. Finally design and implement the management system of spatial database. This research provides the complete data for WebGIS and risk decision system and has important signification for the accuracy forecasts.The major work is:1) Research the three key technologies of building spatial database;using object-relation database technology to design and build the database of risk prevention,thus realize the integrated management of sptial data and attribute data.2) Suggest a mode to link database with client application program. Through the MapX control and OCI interface to visit the data.This mode ensure the data security when there many person to edit the data.3) Suggest the method to improve the running efficiency of database management. Store data in database sevice not in client, we can download the data when we edit then upload through DBMS provided by MapInfo, this reduce the time to transmit data from or to database.4) Design and implementate the database management, using VC and MapX to manage the spatial object in database.The research work is supported by key national science and technology project of the "11th Five-year" plan-"Key technology research and demonstration of Integrated Risk Guardians"(No. 2006BAD20B02).
