Geographical Information System is an information system, which collects, stores, analyses, processes and displays the geographical information. The Internet and distributed computing technology provide the hardware for share and exchange of spatial data. With the development of ORDBMS technology, it enables the storage of huge scale of spatial data. The expansion of GIS needs the share and exchange spatial data. A geographic information system with open interface will promote the exchange and share spatial data in different departments.It is important for the complexity and integration of geographical information system to open and standardized operation interface, which enables different system to interoperate in a standard way and ensure the validity and efficiency of operations. Many domestic and international organizations have set up standards of geographical information. The Open GIS Consortium is international standardization organization with influence. The Open Geo-Data interoperability specification intends implementation share and interoperations of geo-data by open geographical information system with industry standards and open interfaces.This article discusses the standard of Geographical Information System and the model of geo-data. After analyzing the present system of geo-data share, presents a new method of spatial database. It designs and impalements a data share and exchange system, which enable storage geo-data attribute data and meta data to realize the integrative management of data. It also enables transform the format of geo-data file from .shp file to WKT file and XML file each other, the paper uses AutoDesk's WebGIS software , MapGuide6.0,JSP and Java Bean to develop a WebGIS system. In the last part, adopting Java program language and making use of the interface supported by Oracle Spatial, this article develops a simple GIS system to test the geo-data share and transform system functions, such as zooming, panning and spatial reference system. The development of modern software engineering and Java language supply insurance to build the system include credibility, stability, easy access and migration and independence between modules.
