With the development of GIS theory and spatial database technology, the GIS application has already seeped to society's each domain, and the rapid development and the popularization in Internet, Therefore, the GIS application starts transfer to the distributional management system gradually, and with it, many questions that urgently need to be solve have appeared. In recent years, in order to can cause development of the GIS system to network, integrated, standardized direction, how use the spatial database to store and manage the GIS spatial data and the attribute data integrality, and the development's key technologies of the GIS application system under the new pattern gradually becomes the research hot spot of the scientific research institution and the GIS developer, especially, the related technologies of spatial database Oracle Spatial have aroused more interests .First, this paper introduces the basic concepts of spatial data and the research status of the spatial database, then emphatically analyzes and tests the vector spatial data management mechanism and raster spatial data management mechanism which Oracle 10g newly added, presents the limitation of the loading tools that Oracle provides for raster data at the loading capability, the effective solution at the limitation is proposed. The storage of raster data is realized, accordingly, the solution of integrative storage of GIS data in Oracle 10g Spatial is described in detail, including the holistic structure design of the tables and methods to store and maintain the relationships of the tables.Then, in detail analyzes the partial key questions to develop GIS application system on Oracle 10g Spatial and MapX in VC++, and the effective methods to increase the spatial operation capability with spatial operators are proposed, the result of experiments indicates that the methods can effectively call any spatial operators in Oracle Spatial, strengthen spatial analysis ability of the MapX greatly.Finally, the data encryption methods to safeguard the security of spatial data in Oracle 10g Spatial are studies thoroughly, the different encryption solutions in view of the different storage characteristics of the vector data and the raster data are proposed, and the most pivotal parsing technologies for spatial data are validates, the result of experiments indicates that the encryption solutions are viable and effective.
