GIS is a system which can deal with and manage information that can collect,store,manage,operate,analyze and visually express the data of the geographical distribution of the whole and part of the global surface space. Along with the increasing development of the application of the GIS, the existing GIS platform which was established on the basis of the map management mode, becomes uncompetence in some application areas. The actual application of the GIS either needs the comprehensive GIS with complete functions, or the calling for the appearance of the exclusive GIS platform for speciality areas.Accompanied with the telecom merchants' business extension,and the expanding of the optical fiber network, the problem of the management of the fiber network resources is becoming more and more impendent. For this, we work for the telecom merchant to develop a series of data management system—Optical Fiber Network Resources Management System(OFNRMS), which we use to preserve and manage these datum of the fiber network resources. Through all these procedures, we can preserve, manage,and maintain the resources automatically, then make the task convenience and rapid enough,at the same time save the labor, material and financial resources.This system uses geographical information system as platform, and adopts component-based GIS integrative quadratic exploitation, and uses the MapInfo company's MapX5.0 as the main GIS exploitation component, large Oracle business database as server, and adopts Microsoft's visual C++ and ActiveX technology to call MapInfo, in order to provide user with graphical interface to complete the resources' pictorial expression. So operating,managing,compiling all kinds of resources' characteristics can be realized by graphical method ,i.e. the graphics you see is what you can obtain, which can make users to learn and use this system more easily. Resource management database adopts large business database ORACLE, which efficiently resolve the difficulty of the entrance of mass datum. It also can make it true that to do routine maintenance of the various resources on the fiber network, for example,substation,base site,computer house,pipeline,pipe nozzle,well,optical cable,fusion implement,ODF,DDF,SDH equipment,connect box,junction box,power,and offers some core functions for fiber network resource management. For instance,geographic position of geographical resources,location and attributes of equipments,occupation or vacancy circumstantiality,match relation of resources,and management,statistic,inquire etc. In later period, it will gradually carry out the following functional module, optical-route dispatch management(includes APS),network capability analysis, route condition,optimal route choice, obstacle's affection scope analysis etc. During the exploiting procedure, it takes object-oriented thinking to establish module for the fiber resource network, and then, it will design different network resources into a number of objects and establish the relationships among them so as to lower the difficulties for the users to learn and use it.The establishment of the OFNRMS is not the most important one, that the most important point is to make use of this system to analyze the data on the network, including business data and geographical data, so as to offer decision making support for the telecom merchants' next scheme. Compared with other industries, the telecom industry is a typical data denseness industry, and through years of administration, it accumulates a great number of datum, that the existing telecom corporation's calculated fee datum have been reached the TB level. The one who can achieve the useful knowledge by correct analysisof these datum, he can serve the users better, find more business chances, make correct decisions. Thus, he can win in the competition.
