In modern warfare, the working environment of ship-borne radars becomes more and more severe, and the requirements to the ship-borne radar's tactical function are much higher as well. With the rapid development of electronic techniques, to concentrate the functions of search, interception, tracking and fire-control etc. in one ship-borne phased array radar becomes possible. How to realize these functions depends on the rapid and flexible beam scanning control of ship-borne phased array radars.This paper mainly describes the composition of beam-steering system and the design of sub-array controller in beam-steering system. A high performance digital signal processor, ADSP-TS201, made by ADI is introduced. The compute of the shifting phase is realized by the chip's high speed operational characters. And it includes the electric compensation of ship's sway. The system is highly integrated and has flexible configuration. It can be easily extended and used for general purpose.The main structure of my essay is that in the first part I analyzed the composition of phased array radar system and researched the low side-lobe antennas and ultra low side-lobe antennas. In the second part, I analyzed the beam control theory and electron stability techniques of beams. In the last part, the project team and I confirmed the interface plan of the beam-steering system and accomplished the design of sub-array controller by TS201.
