The topic of this thesis : because the control degree and the control condition coming from the interior or the exterior of media—especially the government regulations are different, the network and the traditional media irrespectively show a tendency of liberty or stipulations of an agreement in the process of communication, which lead their propaganda active to appear an open or close characteristic.The author believes that the degree of that the network is controlled and the way by which the network is controlled are all at odds with that of the traditional media ; Under the similar control circumstances, the restriction that the network undertakes is small; Comparatively, the influence the government has on the network is not as so much as that on the traditional media. Therefore, the traditional media display the characteristic of stipulations of an agreement while the network shows a liberalized state.Then, the paper analyzed the effects that the liberalization of the network and the traditional media's state of stipulations of an agreement have on their irrespective essential propaganda factors, propaganda environments, propaganda structure and process.First, the effects on the essential propaganda factors. The traditional media's state of stipulations of an agreement makes it easy to determine the propagandist in the traditional media, and the traditional propagandists are more homogeneous and less independent, while the liberalized tendency of the network enables the propagandists on line have a stronger independency, and their identities are difficult to be discerned.In general, the traditional media's state of stipulations of an agreement established some kind of barriers between the authors and the traditional media, which is one of the reasons why the right of authors' accessible to the media is very difficult to be satisfied. Liberalized network then otherwise, the independence and the effects on the propaganda of netizens are all enhanced on line. The intercommunication barrier existed between the audiences and the traditional media nearlywas eliminated under the circumstances of the network.The relations of network technology and its liberalization are quite complex. On the one hand, the network technology promoted the liberalization of the network; On the other hand, the liberalization of the network in turn impelled the development of the network technology.Next, the effects on propaganda environment. The liberalized network created anenvironment in which the communication can be more convenient and freer------thepressure of psychological and social that can hinder the free communications has been weaken.Moreover, the effects on propaganda structures and process. The liberalization of the network makes its propaganda structure a different pattern ,the communication of the network is characteristic of a obviously decentralized state . The network nearly completely got rid of the two- step or multi-step flow of communication which is popular in the traditional communications, and created a new communication structure—a vast-point-to-vast-point system, which can disseminate information from any links to any directions.A conclusion that can be gained from analysis above is that because the tendency of the liberalization of the network and the traditional media's state of stipulations of an agreement lead the two kinds of propaganda systems to have some differences in the above three basic aspects, the two systems irrespectively display the close or the open characteristics when they exchange information with the outside. In network propaganda system, the information exchanging between propagandists and receivers, inner and outer of the propaganda system is more positive, initiative and widespread than in the traditional media system.At last, the paper will discuss the advantages and disadvantages of the open propaganda system and the close propaganda system.
