With the development of telecommunication technology and popularization of computer,the telecommuication service is developing quickly.The appearance of telecom value-added service breaks up the monopolization of telecom industry.More and more service providers and content providers join in the telecom service supply.Meanwhile lottery is becoming a flourishing industry in china.Based on the resouce of The Creative Century Information Technology Ltd of Beijing, this paper has designed and implement the Secure and Value-added Lottery Platform(SVLP).The telecom value-added service platform is used for telecom carriers and service providers to provide telecom value-added service.As a network platform ,it is a very important part of telecom industry.This paper introduces the concept and development of the value-added service,the framework and key technologies of telecom value-added platform.The main part of this paper is about the design and implementation of the secure and value-added lottery platform.The design part of this platform includes the architechure design of SVLP,the reason for the choice of technology,the database design and the idea of the platform system design.J2EE framework is adopted in this project. The web layer of SVLP uses the struts famework ,while Hibernate framework is used on the persistence layer of SVLP.The implementation part of the platform in this paper is mainly on the bussinness subsystem,background management subsystem and security subsystem. The bussinness subsystem contains access&priority control module, buying lottery&encashing on line module and payment module.The background management subsystem includes user management module,bussiness management module and statistic&analysis module,while Single Sign On(SSO) module and digital signature module are contained in security subsystem. This paper also analyze the result of testing the capability and reliability of SVLP , and put forward some strategies for extending the capability of SVLP .
