With high development of Mobile communication technology, the mobile value-added service (VAS) not only brings great profit to the mobile service providers, but also has enriched the service pattern and becomes the new growth direction of mobile network besides original voice services. The mobile value-added service has a lot of applications, including personal information service, entertainment, finance, stock, payment, etc.The mobile value-added service mainly includes the information services, entertainment and games, businesses as well as the voice services. The VAS is the combination of the mobile wireless network and the Internet. It takes the advantage of mobile's convenience, and brings in the various content of Internet to the mobile network. Therefore, the VAS meets all demands of mobile phone uers, so is accepted by all kinds of people. Meanwhile, the security of mobile network and mobile value-added service has been gotten much attention of users, network service providers and experts.PKI(Public Key Infrastructure)technology, using public key technology, digital certificate, CA and communication encrypt protocol that based on modern cryptology theory solves the security problems of information transmission effectivly and directly. PKI technology has become a strong tool and infrastructure of network secure solution. PKI technology is the kernel of the information security technology, as well as the key point and basic technology of the electronic commerce, and is acknowledged as the best system to guarantee the network information security nowadays.At present, there is no perfect solution issued on the security and guarantee of mobile value-added service.The paper, which is based on PKI technology, public key system and encryption algorithm research, designs and develops a secure platform for value-added service system, in order to resolve security problems in value-added service by applying CA and handshake protocol. Then, it carries through the fuctional test and performance test towards different mobile terminal environment. In the end, the paper summarizes the application prospect and subsequent improvement of the secure solution of the mobile value-added sevice.
