As the development of telecom services has gone into mature phase, the benefits of basic voice services are becoming lower. So voice value-added services have become the focus of telecom operators and service providers. Building up a feasible software system to manage the voice value-added service is very important to put forward the development of value-added services and create more revenue.This paper is the summary of the author's work of developing a voice value-added service management system (VSMP) and some voiceXML services.In this paper, some background knowledge on new voice value-added services are firstly introduced, such as VoiceXML and Voice value-Added Platform (VAP). VAP is the running-platform of voice service logic, which explains VoiceXML scripts and provides resources required by service logic.Then, in combination to the characteristic of voice value-add services and the target framework of the whole VAP, the functional requirement of VSMP is analysed and key functions of VSMP are described in details, including SP management, service management, subscriber management, system management, subscriber-order management, billing management, statistic&reports and exterior interfaces.In chapter.3, the design and implementation of VSMP are presented. Firstly, some knowledge used in VSMP is introduced, such as Struts, Hibernate, WebServices and WebSphere MQ.
