By the coming of 3G (third Generation) telecommunication, more powerful capability of network results in a large number of various value-added services, which are provided for almost every aspect of life. Obviously, services have become one of the most important parts in the whole telecommunication value chain. At the same time, the problem about managing these services in an effective way is paid more and more attention. An effective management does not only reduct cost, but also bring better experience to users which have a positive effect on development of service, even service provider themselves.Unfortunately, there are some shortages of existing service management system which make those systems can not arrive at the requirement of user and provide no effect management of value-added services. It is evident that development of service management can not catch up with development of service selves. On the one hand, considering the development in one project, the speed of development of service management is lower than the speed of requirement changing, which have a result that there is no management for new functions in time. In other words, some parts of value-added service have no related management measure, as well as they are invisible to service manager. On the other hand, for the lack of unification of previous service management systems, that is each value-added service has their own management system, it is so difficult that provide maintenance to management systems.This paper proposes a novel unified service management system to solve those problems of existing service management system. The system manages kinds of information of several of services in a unified way for telecommunication service providers. Unified data formations are decided, pre-defined management processes of service informations are made, and so on. Otherwise, the system provides some usual service logic functions, whose interfaces are encapsulated according to a uniform regulation. Developer could integrate them in an easier way by invoking those interfaces.The system bases on the sufficient research on existing service management system and is designed according to SOA (Service-Oriented Achitecture) principles. There is a service model established during system analysis to provide abstraction and extension. The system applies J2EE (Java 2 Enterprise Edition) development architecture, referring struts framework, hibernate, Web Service and so on.This article will describe the unified service management system in detail, from many aspects, such as requirement analysis, design and implementation, testing and development in future to give a more comprehensive presentation of the system.The system has already been applied in several services of Dascom technology Beijing Ltd. Those services including love angle, easy answer and magic voice, each of which has a large market share in telecommunication value-added services. Serveral management systems of the three services in different cities are developed based on the unified service management system. The practice of those systems shows that the unified system could provide rapid service management for diversified value-added services. Their development could be finished in a short term. By the way, kinds of system performances present a pleasing result, like stability, response time. Each of the mentioned system is doing in normal way to support operation of value-added service.
