Study On Information Reference Service For The Regional Innovation System Of North-East Area

Regional Innovation System (RIS) is the important part of National Innovation System (NIS), so it is the most important subject of the development of regional economy and society to improve RIS and advance the ability and efficiency of regional innovation. The key of resolving the problem is to improve information and knowledge flowing effectively among the sub-systems as well as to mobilize the energy of enterprises'technology innovation, and to speed and advance the knowledge innovation ability of college & universities and research institutes, then improve the spread and apply of knowledge, and to push forwards the system innovation of government. To realize the above goals, it is necessary to bring into play the function of information reference service(IRS) which is one of the most important part of information system.However, the information market of China hasn't mature yet , information agency institutions, which can offer relative innovation and sci-tech information for RIS , are very lack. This article investigates and analyzes the status of the information reference institutions'service for RIS of North-east area to let us definitude the main body of information reference service. Basing on the analysis of its problems and advantages, it putts forward the countermeasure, and designs the information reference service model that adapts to the RIS of North-east area which can exert the communication and bridge function among the subsystems of the RIS. It is significant to speed the building of RIS of North-east area and enhance the innovation ability and efficiency.On the base of study and the theory of RIS and information system, the article discusses the relationship between the information system and information reference service in RIS. And it states the function and station of IRS in the information system, and the promoting operation for information and knowledge flow among the subsystems. The article, basing on the analysis of the actuality of the RIS of North-east area and information system, emphasizes the study of status and countermeasure of RIS of North-east area. As well as it is to utilize the well rounded net system and the professional advantages of information reference institutions in order to build the bridge of information and knowledge for the subsystems of the RIS of North-east area. At last, the author brings forward the plan of building the united net flat roof of IRS service in North-east area comprising of all kinds of information reference service institutions. The purpose is to offer professional IRS and knowledge service for the technology innovation and knowledge innovation and spread and application in North-east area. Thus they can co-operate the strength to improve the innovation power and efficiency of RIS, and realize the span and persistent development of the economy of North-east in China.
