With the development of the network technology and the information technology, informatization has becoming the trend to many enterprises. Being lack of standard management in the enterprises greatly affects the process of product design in the field of railway electrical project design. So how to enhance the design project management is the focus of the enterprise. And the same time, Management information system by traditional methods can not meet the command of Enterprise informatization for its disadvantages as lower efficiency, difficult to maintain and lower expansibility etc. So the thesis puts forward a solution that component technique is adopted and employed in the construction of information system.Beginning with the introduction of information of domestic and foreign project management, this thesis explains and illustrates the conception of component and correlation technique of .NET platform. According to demand analysis, with the characteristics of the B/S architecture, a general framework of project design management system is brought forward, and the hierarchy of the system is analyzed. Then the thesis designs the major module of system, namely the module of design-document managing, system managing and human resource management. And on this base the thesis gives an illustration of design-document managing, analyzes the business process using the UML technique, defines the class and operation of three-tier architecture, designs and implements the component of Presentation Layer, Business Logic Layer and Data Access Layer.Then the thesis discusses some key technique of system implementation. In the conclusion part, the main result of the thesis is summarized and some problems for further research are analyzed.
