With the development of Internet, the network technology has a tremendous influences on education reform. Modem Distance Education(DE), as a new education model, is constructing and developing. We should research the morphology of the teaching environment upon it, besides exploring the network as a new education environment carrier and supporting technology for education. The paper, by the research of the modern DE and its character, is explicit about the sevice demand of the distance education system which constructs to having the usability to follow the trend of the times. By the research of the DE's business relation, the paper constructs the DE system's business model, and propuse about the primary service flow which the distance education system requested.The paper constructs the system frame design model and the system construction of data model according to the system service model, and design detaily. Based on the portal technology and other correlation technology, We have realized the system's basic function, have achieved the demand goal. The paper analyzes the system with UML, and details the designs of the system, mainly including the system architecture, database and so on. Moreover, describes some key technologies to deploy the system.The paper emphatically studies the demand characteristic of the supporting platform for DE, and the design method to realize the collaboration of the teaching and learing in the DE. Simultaneously describes the portal technology, the modern DE's character, the correlative theories and technology in the construction process of the distance education system. And has application on the foundation of research. The establishment of the distance education's service model has certain application value, the design of the DE's supporting platform is integrated. The desing of the collaboration of the teaching and learing is detailed and concrete, the DE system already has basic function, and has been applied in the UNDP403 project, has achieved the goal of distance education for teaching and learning.
