WebGIS is the product of integration of GIS and Internet technologies. It changes the modes of acquisition, transmission, sharing and application of geographic information and represents the future direction of GIS. In actual applications, there are still problems in data sharing, interoperabilities and cross-platform at present. Nowadays the cross-platform technology of GIS has been a focus of research in GIS field. For the increasing of the amount, complexity and multiformity of geographic information, it is important to make use of the known data, reduce the cost and implement the sharing of information resource. The dissertation receive the support of the project "GPS information service system for vehicle monitoring of traffic in ShanDong provice". It is to develop a engine server of WebGIS which provide various service for that information service system. The disserttation make the focuse on developping one WebGIS engine server which has good performance in cross-platform such as Windows and Linux. In the meanwhile,It disscuss the data disposal and data sharing between different data source.First,we introduce the basic principle of GIS and GIS which is based on web technology. We analyze the system requirement including functional and non-functional aspect. We describe the hierarchy of system. To implement cross-platform GIS engine, we research the architecture of cross-platform technology. Considering the characteristic of GIS and the requirements for cross-platform technology, we make a choice of the cross-platform technology in each level. Then we describe the design of system database, give a recountal of how to store geographic data in SQL database. Whereafter we discuss the technology which can be used to implement accessing and dealing with data between different data sources.
