Currently, WebGIS-based applications are popular applications in the area of computer applications, but the capabilities of queries in the WebGIS-based applications are not so strong that they can't satisfy the user's requirements of flexible queries, for example, semantic queries and inference-based queries. Ontology can meet the requirement of semantic queries because of its good concept hierarchies and logic inference mechanisms. Therefore, we make full use of Ontology techniques in WebGIS-based system to promote the development of WebGIS-based application System.In this thesis, we focus on putting forward a framework named OntoWebGIS, which is ontology-based WebGIS query system after analyzing the current research development and main characteristics of WebGIS-based application system and ontology-based application system, and constructing a system named OntoWebGISTax which is based on the project of"e-map based taxation monitoring system and OntoWebGIS and supports the ontology-based semantic query mechanism or ontology inference-based query mechanism. The query results in OntoWebGISTax can be displayed in e-map. The key of OntoWebGISTax is construction of tax domain related Geographic Ontology and tax ontology, which are named OntoGeoTax and OntoTax respectively.There are 5 chapters in this thesis. We mainly introduce the research background, significance and technological methods in the first chapter. We focus on analyzing application frameworks based on WebGIS and otology-based application models, and proposing an ontology-based WebGIS query system model in the second chapter. In the third chapter, we discuss the construction of ontologies in OntoWebGIS, especially the construct of OntoGeoTax and OntoTax and relations between OntoGeoTax and OntoTax. To verify performance of the system OntoWebGIS, we introduce the design and implementation of the OntoWebGIS-based query prototype system --- OntoWebGISTax, which is based on the project of"e-map based taxation monitoring system", in the fourth chapter. In the last chapter, as a conclusion, we summarize the research work in this thesis, and discuss some open issues and trends.
