Recent years, international financial crisis deteriorates and causes a turbulent si-tuation; this has a great impact on our country. Therefore, it is very significant for domestic security services to keep our country stable. Meanwhile, it is very necessary to design an excellent police dispatching system to improve work efficiency and relief their pressure.This paper presents an intelligence emergency police scheduling algorithm to optimize the scheduling of the police. The System determines the level of emergency events and quantifies traffic and builds the digital network model firstly, then estab-lishes the overall cost targets. Intelligent scheduling algorithm optimize the indivi--dual police costs using genetic algorithm with knowledge guide, then finds costs of the best police and calculates all the police officers in the police cost. Commanding officers informed of the results of optimization scheduling the best police to the spot.With respect of software,this paper designs a hand-held positioning terminal to fulfill the communication between a police officer and command control center. The hand-held positioning terminal obtain the specific location of the police officers via GPS module and then through the GPRS module to transmit location information to the command control center, command control center could determine the location of police officers at any time. Hand-held positioning terminal could also receive schedu-ling order from the command and dispatch center, at the same time, dispatch police according to commands.With respect of software, this article designs PC applications based on the inte-lligence emergency police scheduling system's overall requirements, which to achie--ve the main functions are:to achieve communication between control center and hand-held positioning terminal via GPRS radio; to store the receiving location infor--mation of handheld positioning terminal; to display position of police officers on the electronic map; to optimize the police routing path on the map; to send scheduling commands to the best the police officers.This article makes an improvement aims at the deficiency of current emergency police scheduling system, the command center could schedule the police according to scheduling algorithm to make it reasonable and reliable. We testify the effectiveness of intelligence emergency police scheduling system via simulation.
