Modern information technology and computer network technology develope quickly,and informatization has been a key factor in the development of human society economy. Theinformation technology of government departments occupies an important position in theinformation technology of the social and economic information. The core technique and thedevelopment of the e-government are discussed in the paper. According to the practicalroject, the research on the e-government information trend has been made and populationnanagement e-government system is carried out. Thereby the informatization of FamilyPlanning Bureau in Ganjingzi Borough, Dalian City is realized.According to the framework and technology of e-government system, through in-depth understanding of the function in relevant department, the whole project of population management in e-government system is put forward and data models are also built. With the whole system framework, the database accessing technology, the implementation methods of the system and feasibility analysis are also discussed. A system design method is provided to separate the common user, the system manager and the system exploiter from each other. In this way, the missions of users of different levels are clear, and the maintainability and the expansibility of the system are better. Meanwhile, the vital technology of dynamic exploiture in the e-government system is analysed in the article.With the ASP development tools, the information-browsing subsystem, OA subsystem, formation management subsystem in the e-government system is carried out by ADO (?)abases model based on the SQL Server 2000 database system; the paper also provides the designing projects of the WebGIS subsystem based on GML describing geospatial data, adopts Java Applet displaying the map, and adopts ASP realizing responses to the requests from client. In the paper, the program flow of the main modules and the function of the page layouts in all levels are expatiated. The projects mentioned in the paper separating the common user, the system manager and the system exploiter from each other can provide practical guide to the the correlative e-government system. It is also significant in transforming government functions, raising the government's external image and accelerating the pace with international institution.
