With the increasing popularity of mobile communications, as well as saturation of traditional voice-related services, the mobile increment business becomes a new growth point for mobile operators revenues. The paper gives the design and implementation of Monternet business based on USSD, by Automata Theory and Java Multithreading Technology. Compare with SMS Monternet, the system is more preponderant and provides most text alternate services about Monternet.Firstly, by the introduction to the development of mobile increment business and Monternet, it brings forward the background and technical reasons for why to choose USSD instead of SMS. Then, the structure of USSD system and USSDC, SMPP protocol are referred. After it, the system analysis and general design are given. There are feasibility analysis and also function module design, operation flow design. Whereas the characters of USSD Monternet, the situation, which is not only each user has complex state-jump, multilevel menu but also many users' accessing at one time, is needed to be solved. Ensure the program execute stabilization, then considered the requirement of execute speed and efficiency of the procedure, it use Automata theory and Java multithreading technology. By them, the design thinking is put forward. Afterwards, the four aspects, which are corresponding module, Automata theory, Java multithreading and database processing, are defined to implement the system. Then, using the white box and black box testing and following the basic steps of software testing , the tests of the system are accomplished. Finally, the flow pictures about USSD Monternet are given. Through them, the effect of the system can be seen intuitively.The system has been put in use for more than half a year, and can reach the requirements of users. It runs stable and reliable, has good qualities of operation simply and maintenance conveniently.
