With their own superiorities, they have been listed on the Top class of schemes for Electronic Business of Mobile.In this paper, it is analyzed and foundationally satisfied in the angle of social construction of legal system how to resolve the problem of gaining ground the laws with integrated application of USSD and WAP technologies. Referenced to J2EE architecture, the system is developed by means of Java MultiThreading Programming technique, Java Network Connections technique, dynamic WML encoding technique with JSP(JavaServer Page), Conformity of WAP and Web server, and so on.The result of the demonstration in the paper indicates Multi-access System of Law Information based on USSD and WAP has got the anticipated functions like querying and communicating with law information. The system works stably and reliably.
