With the mobile phone users in China, especially the rapid growth of the smartphone users, the influx of capital and policy support, China’s mobile payment industry situation is expected in the next few years will be more clear and rapid development.The main features of BEPS include:general credit business, ordinary debit business, regular credite business, regular debit business, real-time business, real-time debit business, check for rehabilitation receiving and sending operations, formats validation for free message receiving and sending, operation transaction for reconciliation and account settlement messages, relevant queries and reports processing.This thesis aims to describe a USSD protocol based BEPS for all commercial banks, city commercial banks, RMB business for foreign banks, urban credit cooperatives, Rural Credit Cooperative Associations (collectively referred to as the commercial banks) to the integrated business system, electronic exchange system. The interface specification, interface business and the API for BEPS is also described in this thesis. This thesis then introduces a mobile value-added business application on the mobile operator support system. The mobile BEPS system for each individual mobile user creates their mobile phone number associated payment account. This function is equivalent to the electronic wallet, as the way of a settlement and authentication for mobile users. This thesis especially given the system’s interface design, USSD subsystem design, system design using UML specification package diagram, state diagram, sequence diagram, data architecture, and the design of the security. Banking subsystem, especially given the system to send messages to and receive messages to achieve, and at the scene of large-scale business processes, consider multi-process implementations of concurrent processing. For the security of the transaction process, the system also considered the security implementation of the various stages.The evalution test results prove that the mobile BEPS system has good performance and availability, and the system can cope with the future of the increasing number of traders and the volume of business. The actual use case with six-month verifies the payment command accuracy, system reliability and effectiveness.
