At the same time, The video processing and applied technique had a fast development.Aim at a current network bandwidth still not enough, the error code rate in the channel of the wireless communication is higher, at the existing technique level and the network environment condition , how to carry out reasonableness,optimization,realtime of the multimedia communication has been the topic that communication domain concern in recent years.H.264/AVC is the latest video coding standard, which is proposed by ITU_T Video Coding Experts Group and ISO/IEC Motin Picture Experts. H.264/AVC represents a number of advances in video coding technology, in terms of both coding efficiency and flexibility for effective use over a broad variety of networks and application domains.
