The paper presents an implementation of MVS (mobile video surveillance) system, which is based on DSP (Digital Signal Processor). The system covers not only collection, compression, transfer and replay of video and audio signals, but also the transmission module of network data.MVS mainly refers to video source or receiver enjoying mobile capability. It is composed of three parts, namely, the device of video sampling, the receiver of video transfer and video database, and the processor. As a new concept and technology, the application of MVS will play a significant role in the field of traffic security, especially in the aspects such as intelligent transportation, transportation information, traffic police's on-site command, quick response in traffic control and highway control, and highway construction. MVS has been developed rapidly in the field of traffic security in the developed country and there will be a huge market demand for MVS all over the world.In this project, the author takes part in the design of system framework and the implementation of its hardware design and is mainly focusing on the design of functional modules of the system, the building of hardware platform and the realization of inner video and audio coding and decoding. In addition, the functions of the system are tested carefully and comprehensively.
