At present, e-Business is brought into the wide-scale economic areaes as one of the executable business running-mechanics. It transforms the traditional economic model. The government introduces e-business [14] into the government procurement, combines the information technology with the government procurement, breaks the traditional procurement obstacles, creates a new procurement model and ensures the the best optimazation and transparency of the government procurement.Among the bidding business of the government procurement, the experts, who estimate the competition of the suppliers, are one of the key factors which affect the the bidding. In the on-line bidding of the government e-procurement system, the selection of the experts-database is very sensitive. The on-hand traditional selection weaknesses are: the random selection algorithm is unreasonable; the selection process and the informing experts process are executed independently; the disturbance of the people; the low confidency; the long time-gap of the selection. The on-line experts-selection should use the information technonolgy to ensure the result fair and equitable. If on-line selection just stays with the on-line selection way, the selection is not average among all the available experts or the selection result is leaked out, the on-line selection is just the on-line version of the traditional one.Sichuan government e-procurement system is based on the PKI architecture. This paper presents a blinded selection of the experts-database in this system.
