In the past decade, China stationery market have suffered a great deal of pressure due to the low price policies of the south stationery industries. Due to the trend of high-speed and high-accuracy machining, global competition, rapid market change, mass customization needs, shorter product lifecycle…and so on, product development department must possess good management methods. These can help the organizations on shortening product development time, improving product quality, reducing the cost of development, and accelerating the development of product. Product Development Project Management system with the properties of process automaton and following task progress can reduce the whole new product design time, so it has been one of effective tool to support design management.But the implementation of Product Development Project Management system has high risk, high cost, and is time-consuming. For reducing the risk, the modeling or blue print for the system shows its importance. In this report, we describe product development activity and establish enterprise model by using Unified Modeling Language (UML), so that offer an overview of the relationships between all product related data, process activities and company's organization for successful implementation of the system. On the other hand, this research is to establish a web-based workflow management system with an open architecture and componential design to increase the extensibility and maintainability of the system. This system provides different types of workflow processes that support multi-users and multi-roles and supply the use of templates. Consequently this system can improve the efficiency of work, reduce the cost of projects, and increase the competitiveness of companies.
