The rapid development of information technology, especially computer technology, network communication technology, security technology and automation technology provides a wider space for the development of Office Automation. Nowadays the speed-up of information technology in our country makes it necessary for both government and enterprises to apply OA system in order to improve their efficiency and speed of information transmission.However, for most of the popular OA systems in use, Lotus/ Demino is adopted as their platform and C/S Mode is taken as their system structure. Thus they can't meet the need of domestic small and medium sized enterprises owing to their high cost of development and maintenance. In view of this situation, this program, at the request of Weihai Chuangye Mansion, produces the design of a complete set of OA working platform based on Internet/Intranet technology, fully taking into consideration the special features of OA and the business process in Chinese small and medium sized enterprises. It proves to be very practical and useful.This paper, based on extensive reading of both domestic and foreign reference materials, puts forward the context and implications of the program by giving a general overview of the connotation, current situation, trend of development and functions of OA. And it also analyzes the design scheme and implementation rationales of ShiFeng Cooperative OA System in accordance with the special features of Office Management for small and medium sized enterprises.After conducting a full scope of need analysis and a comprehensive analysis of the comparison between C/S Mode and B/S Mode, this paper finally settles on B/S Mode as its system structure, ASP as its development tool, JavaScript and VBScript as programming languages and a framework+ groupware approach as its development method. The system has unique advantages such as a reduced cost of application and maintenance, a flexible structure, comprehensive functions and convenience in expansion. In addition to this, this above mentioned system provides a support software platform for the electronization, digitization and informationization in different levels of government institutions since it integrates various independent sections of the enterprises within a work unit to share information and transfer data among each other via Relational Database technology and telecommunications technology, thus forms a seamless integration with the existing applied systems and brings the practical value of these systems into full play.
