Being the base of all kings of video applications and services, Video CODEC became an important area of multimedia technique research. The ITU-T and ISO/IEC are responsible for all previous international video compression standards. H.264/AVC is the current video standardization project of the ITU-T Video Coding Experts Group(VCEG) and the ISO/IEC Moving Picture Experts Group(MPEG). The main goals of this standardization effort are to develop a simple and straightforward video coding design, with enchnced compression performance. H.264 faces to the IP and wireless environment and its compression ratio is higher than existed ones. However, the complexity of the algorithm is very high. So the old standards are still working with the new one together.The emergence and fast development of the Internet greatly change the life style of humane beings and the way humane beings work and make the communication and transmission of information take on the unprecedented convenience and promptitude. In the first Internet age, most of the information people communicate in the Internet is some simple data such as written word, and the information of the multimedia is very limited. In the 1990s, with the fast development and fusion of the multimedia technology and Internet technology, there is an increase in the requirement by which the Internet can transmit the content of multimedia with a huge data such as image and video and so on. The capability of IP network to carry multimedia has a great progress with development of multimedia compression coding technology and the emergence of some new protocols supporting multimedia communication such as RSVP. RTP/RTCP. RTSP.MMS.The work of this paper is focused on those two fields of information technology. For video codec, after analyzing and researching the newest standard H.264, an efficiency algorithm was proposed in this paper using self-feature, spatial correlation and temporal correlation to judge the encoding mode of one macro-block. Through this method, the best prediction mode can be obtain before encoding, then, the coding time can be reduced dramatically with a little expense of bit-rate. For video transmission, in this paper, a transmit method was proposed using TCP/IP protocol under the environment of local networks. This system avoid using the complicated process based on RTP/RTCP protocol, at the same time, getting the best Qos. Furthermore, the experimental result of former improving algorithm can be observed subjectively through this platform.
