Analysis On The Conflict Of Academic Standard And Economic Benefit Between Scientific And Technical Periodical In China

As an important constituent of the technical organic development, the scientific and technical periodical is one of essential main tools in the science and engineering research work. The scientific and technical periodical in our country has obtained the fast development in recent years, but under the impact of market economy, it has also faced the unprecedented challenge, which relates to whether we should choose the academic standard primarily, or we should choose the economic benefit primarily. It has been a dilemma choise. This article confirms this conflict as the research object.Under the function premise of introducing the history, the present situation and function of the scientific and technical periodical broadly, this article makes the detailed analysis on the connotation, the agent and the effect of the academic standard and economic benefit of our country's scientific and technical periodical, discribes all sorts of performance of the conflict between the academic standard and economic benefit,that is the technical periodical quality dropping caused by overemphasized efficiency,and technicalperiodical survival crisis caused by overemphasized technicality. This article analyzes the reason of the conflict: unsuitability in the process from planned economy to market economy; the blind development of the scientific and technical periodical; synthesis responses initiated by the scientific and technical periodical competition overseas; value conflict of the scientific and technical periodical editors; lag of the management system and movement mechanism. In view of the existing questions, this article first definitudes the basic standpoint about dispelling the conflict between the academic standard and economic benefit, that is realizing the relationship between the academic standard and economic benefit accurately, thinking over the evaluation system of scientific and technical periodical in our courtry profoundly, holding double effects of economic benefit ofscientific and technical periodical wholely. And then, this article produces five concrete measures to dispel the conflict: locating the edition standard of the scientific and technical periodical accurately according to the classification, determining the edition standard according to main body consciousness of the scientific and technical periodical editors, studying the reasonable managing pattern, researching the human resources managing pattern, and strengthening public democracy surveillance to the academic, which are called three methods to dispel the conflict.
