At the end of last century, new theory of public management developed rapidly and multiple themes administrative patterns commenced to be taken and emphasized. Three main parts in the whole society who promoted the service are government, market and non-profit organizations, and they depend on and restrict each other mutually. Influenced by the global economy, three elements structure was formed in China gradually, government, market and non-profit organizations. As an institution in the system, information industry pursued transformation and development since its foundation, which is an essential part in the development history. After nearly sixty years’transformation, Chinese scientific and technical information institutes commenced transforming to non-profit organizations.On the one hand, the reform has achieved a certain effect, and traditional institutions adopted some market principles which improved the operation efficiency greatly, such as legal person system, personal system and etc. But because the reform goal is not specific and there are much resistance in the system, the reform is superficial, and the institutions depend on government too much in management, finance and person, which is very different from non-profit organizations. The institution has poor autonomy and independence, mixed profit and non-profit functions, which resulted that as non-profit service institution, they did not dealt well with the management relationship between public service and market service. The operation efficiency is low and promotion of modern management model is slow. Monopoly hinders innovation, sluggishness is big in the system and efficient competition mechanism and self development mechanism is lacked.American Johns Hopkins project study points that, "non-profit organizations aim no profit, featured with organization, autonomy, independence and voluntary public benefit". When Chinese scientific and technical information service institutes pursued to transform to public organizations in governmental system, the concept of non-profit public organizations, the basic feature and operation mechanism and the function and level management model after transformation must be explicit, which then will drive the systematic reformation. It is important to establish and improve relevant laws and regulations and accountability systems, and ensure the clearance and stability of the public service feature. Deepening the financial modern management of public information service institutions and diverse finance support and establishing performance appraisal such modern public service management mechanisms is needed to be stressed.
