In recent years, with the development of our country's water conservancy facilities and electricity engineering, the reservoir resettlement, which is a complicated project, has been attached more and more importance. It is important to the country's stability and development, and vital to the immigrants' rights of residence and existence. On the one hand, the reservoir resettlement involves a large sphere of residents as well as the planning of land, mining enterprises, infrastructure and towns. It also needs a great deal of document data and complicated information, therefore, how to manage, consult and make use of them will have some influence on the efficiency and feasibility of the immigration project. On the other hand, the reservoir resettlement is, in fact, a redistribution of various resources in specific geographical spaces. Thus, the information of location is indispensable to the reservoir resettlement project. In the traditional reservoir resettlement project, paper maps, more manpower were used and which were quite low-efficient; while GIS has the great potential to manage and handle space data, which will improve the efficiency of reservoir resettlement and make the planning, management and decision more scientific. Hence, it is quite necessary to establish a reservoir resettlement management information system based on GIS.This article is based on a solid analysis of the needs of the reservoir resettlement, the practice of the resettlement because of the Niuniuba construction of Meigu River. The author sets up a reservoir resettlement management information system based on GIS with the aid of the geographic information technology, the database, etc. This system will make the effective organization and management of various data of reservoir resettlement possible and offer a highly effective function of consultation and analysis. This will assist the placement plan decision-making and the reservoir resettlement project will be more scientific and accurate. This research yields the following fruits:(1) The researcher first analyzed the advantages and disadvantages of the existing reservoir resettlement management information system of the country, and then carried on the detailed system design with the aid of VB and ArcObjects. This reservoir resettlement information management system takes ArcGIS as its platform and conforms to the needs of the reservoir resettlement service.(2) In comparison to many kinds of geography data model, this system uses object-oriented data model - Geodatabase (geography database) data model, and has overcome the defects of CAD and Coverage data model, effectively carries on the organization and management of spatial data, greatly enhances the system construction.(3) The system has realized the accurate anchor of the reservoir submergence area, the reservoir influence area, the key project construction area, the resettlement engineering construction area, and...
