Due to the vast investment during the "eleventh five-year plan", the informatization of water conservancy has gained fast development, wide application and remarkable benefit, which push the water projects into a key period--the "twelfth five-year plan". In the next five years, it is planned to speed the informatization of water resource, support and guarantee the reform and development in water to promote the whole modernization of water conservancy. The water conservancy project, as an important component of immigration management system, plays an important role in advancing informatization of water conservancy. However, neither the demand of immigration management nor the laws and regulations would stay unchanged; therefore immigration management information system must quickly adapt to these changes and demands, and be ready to be refactored.Utilizing immigration management information engineering of Ni’erji water control project as the background, the paper analyzes the shortcomings in the performance of the existing system under new environment, studies the application of component-based software development in immigration management information system (MIS), which aims to enhance the reusability and expansibility of the MIS.The paper studies the system’s construction principle, that is, reservoir resettlement management system based on the component refactoring, as well as the system’s features and demands, and its architecture. According to the characteristics of immigration management information resource, the component-based three-layer C/S structure is figured out, and then logic components at the application level are developed. Taking the physical indicators sub-system of the information system as an example, the paper researches the system design and development based on the component technology. Through the application of component technology in the system development, it provides an effective solution for refactoring immigration MIS.
