| With the development of cities, people pay much more attention on the construction of new zones. The new zones of cities need not only the high layout specification but also high specification in the construction of information infrastructure. Generally speaking, its general object of information infrastructure is to build a digital city all-around and make digitization, informationlization deeply go into every part of social life. But this objective won't be accomplished all at once. Commonly this objective will be realized by starting to set up information services with open architecture and then improve on the performance of this architecture. Then finally the objective of a digital city will be realized.This dissertation, which is based on science and educational carve out district of the new district of Mianyang, takes building the city's new zone network service system as the goal after analyzing the information infrastructure requirement of the district. Then the system's function requirement, basic modules, system architecture and development platform are confirmed as the main objectives of this dissertation. At last the electron government affair, geographical space information services and land manage information services was integrated to realize the system. The research fruits gained in this dissertation as follows:1. Confirm the general structure of function, technical framework and the modularization of system with the analysis of the request for the new city zone.2. Confirm the B/S system architecture and adopt the three-layer DNA system architecture based on the open system and distributed computing environment. This system will be developed under Microsoft.NET platform according to the newest tideway of software engineering, which will make the system have flexible expansibility and can be integrated with other system easily.3. Advance the concept of service component. Regard function of the whole system as integrated information service. Divide every request of service function into service components and service elements. Every service component and its elements should be corresponded to a block of software with relative independence and then these software become operation components. The operation components designed will be based on the advanced system framework, this article adopts .NET framework which can meet the request change of operation service in future with fullest extent. So it will improve the efficiency of system development and modification, and then the quality of system development.4.
