Whilemanagement tools currently primitive, backward means of service and low efficiencyof the service problems have constrained the development of the service work.Science and technology archives services unable to meet the growing informationneeds of people to the science and technology archives. The rapid development of thenetwork provides an optimal platform to carry out the work of science and technologyarchives services. Relying on the network platform, the construction of an open,interactive, personalized science and technology archives information resourcesservice platform becomes the new direction of science and technology archivesservices.Through the questionnaire method, this paper conducted a survey on the status ofscience and technology archives services, and systematically analyzed the problemsand causes of the current science and technology archives services. Through theanalysis of the advantages and feasibility of the network platform services, this paperintroduced the archival information resources integrated service platform. Throughuser needs analysis combined with expert interviews, this paper analyzed thefunctional requirements of the platform, and do some reach about platform featurespositioning, system architecture, module design and protection mechanism. Based onthe above, a case study related issues about Jilin province science and technologyarchives information resources integrated service platform.At present, science and technology archives services has improved in resourceutilization, service principal, service means than in the past. But constrained by the archives service awareness, mechanisms, capital, technology and other aspects, thereis also a large gap between science and technology archives services and user needs,mainly reflected in the lower degree of integration of resources, simplicity of servicemethods and so on. Along with the continuous development of IT and computertechnology, science and technology management department can take advantage ofnetwork services platform in the resource integration, service integration, userintegration, institutional integration, to solve the current issues of science andtechnology archives services. Then the Viability of the theory, demand and technologyof network services platform are demonstrated.With regard to the design of integrated service platforms of the science andtechnology archival information resources, this article starts from the analysis offunctional requirements of the platform, and then goes with these three aspectsinclude the platform security, the platform services and the resources construction,gives a scientific and accurate orientation for platform functions through analysis ofthe questionnaires. The service platform is based on the integration and developmentof existing technology archival information resources, for the purpose of providingservices about information dissemination and science and technology file information,and providing consulting services, personalized services, its development objectivesare specialization, market-oriented and socialization services. This platform isuser-centered, through the integration of services, it meets the needs of a full range ofusers, and provides users with a one-stop service. The platform provides users withservices mainly of retrieving and downloading science and technology fileinformation and professional consulting services, customization services andintermediary services, aimed at maximize the value of science and technologyarchives, promote the transformation of scientific and technological achievements,and promote the regional economic development. In order to guarantee the efficientand orderly operation of the platform, this article also designs the platform securitymechanisms from the following five aspects, includes the collection of the scienceand technology archives resources, the protection of the science and technology fileownership, the secure architecture, the coordination and incentive of the participants,and the human resources.Based on the above design about the structure, function and protectionmechanisms of platform systems, this article constructs the integrated serviceplatform for science and technology archives resources in Jilin province, clarifies itsspecific objectives, principles, functions, programs and its long-term development strategy, which is aimed at carrying out the work about science and technologyarchives and promoting the development of the economy of Jilin Province. |
