Curriculum reform in the elementary education suggests that in the course of teaching we should use information technology sufficiently, fully infesting the advantageous of it, supply colorful teaching context and helpful study tool for students study and development. Mathematics CAI courseware —as a crystallize of integrating between information technology and mathematics teaching, has been valued by people day and day, and to be a focus of mathematics educationists. This article talks about mathematics CAI courseware from theory to practice. At first, introduce the survey of CAI courseware, including its implication, history developments in domestic and foreign; then classify the courseware according the teaching task and using in the class; plan the designing, making, and using criterion. During these criterions, there are general subject criterions, such as: scientific, educational and teaching, in accordance with students' own aptitude, process, theory and practice, technology and supplementary, innovation and art, utility and using. In addition, there should be some special criterion even more, such as the combination of concrete and abstract, rigorous and measuring one's own ability, dynamic and static, mathematics experiments and exchanging activity, number calculating and logical proving , beauty showing and appreciation of mathematics. In the end, forecast the development trend of mathematics CAI courseware.
