It requires fully consider the expansibility, easy safeguarding and security in the software design.This paper has expatiated the telecommunication integration service management system's design thought and realization, and it's importance in the telecommunication business/operation supporting system, And on the bases of analyzing business demand, it sets up an Oracle database for sharing information with other subsystem of the business/operation supporting system, using programming language Delphi to develop the telecommunication integration service management system front application program at the same time, the ones that have realized to various kinds of telecommunication service accept and fee management, the automatically legitimacy check of user's message, the real-time inquire of user's information, the business acceptance's inquiry and statistic etc.. By sharing the whole business data, the acceptance order can be processed automatically. It has offered powerful support for other subsystem's upgrade and reconstruct of the telecommunication business/operation supporting system.
