China Unicom integrated company to improve customer service quality, reduc e operation and maintenance of daily consumption, investment and maintenance management platform to achieve a little access to different customers, unified acceptance, easy to statistical analysis service support, optimization and improvement of service quality and process; maintenance personnel can share maintenance documents, knowledge base, real-time query maintenance resource database; service and operation and maintenance management process to improve service and operation management level and efficiency, reduce operation and maintenance costs. So the research of ITservice operation management system is also very important and necessary.This paper introduces the design and implementation of IT service and maintenance management system for telecom enterprises. In this paper, we first analyze the user needs. Then, according to the functional requirements of the system function module design and detailed design. In this paper, we implement all the functional modules of the ITIL specification. Finally, we gi ve the test scheme and the test results.The system is based on the Jstar platform which is developed by the China Unicom, which is the core function of IT operation and maintenance management system, and other functions of the system are realized based on the characteristics of Jstar platform and the development mechanism. Mainly including user authentication, event management, change management, fault management, configuration management, and JBPM platform process, fully in line with the ITIL specification. This system has collected the performance data format unification, involves many indexes, satisfies the user for the bottom performance data to understand the demand. The system also realize the j BPM process platform, can support single smooth flow, including distributed, regression, decision, branch, aggregation function, and the flow chart of the color of the logo, the process of query process and treatment.The IT service and maintenance management system can provide a number of value for the enterprise, enterprise employees and other stakeholders. According to the ITILstandard, the business logic, design and implementation of ITservice and maintenance management system are established, which can realize the unification of telecom services.
