Nowadays the traffic of our country is more and more fluent, and the frequency of using internet is in quickly progress, but many of the company are under poor operation. The Supply Chain Management (SCM)more and more becomes the important thesis, because today the competition changes from between companies to the competition between Supply Chains. The logistics is the link between the companies in the Supply Chain. and the efficiency of the logistics is important to the operation of whole Supply Chain , many technologies of electronic commerce are gradually used in construction of logistics and distribution system. but nowadays the circulation of Supply Chain is mostly obstructed. many companies are self-sufficiency autarky. this make so many repeat and waste. So, the only way to improve the chief ability of the company and expose its core value chains is to largely use the computer information technology, and take all series of combination, and put out the operation that the company are not familiar with, only this way can reduce the waste in the logistics.This research is based on the mode of operation Outsourcing, put forward a new pipeline model, this model not only can be used in the logistics system construction and operation Outsourcing analysing ,but also can be used in analysing some computer technologies used in the construction of logistics information systems. Through the analysing of some common elements in the Supply Chain that cause the indeterminacy and waste, and looking up the effort that some company used to reduce the indeterminacy and waste, and the disadvantage there may be. We can underline the emphases of information share and the combination of the Supply Chain , there is also some methodology to be probe in.Under the analysis of the source and actuality and also the trend of the Third Part Logistics (3 PL),use the method of epagoge to discover the possibility and methods to combine the Supply Chain with information system, and the result is the description of Fourth Part Logistics (4PL),Its mode is from the combination of electronic commerce and Third Part Logistics (3PL) etc. and finally give a framework by using some popular computer technologies. Some mode and framework mentioned in this thesis may be useful for somebody to consider in some project, and also be useful to some leaders for decision-making.
