Research On Information Resources Development And Utilization Of Heilongjiang Information Center

Under the era of knowledge economy, the development and utilization of information resources has been paid the world's attention. It is true that the development and utilization of information resources also reflected in the level of a country's level of informatization. At the international level, as for the development and utilization of information resources, developed countries are relatively higher than developing countries. And they have accumulated experience for developing countries. At present, the information resources development and utilization has become the focus and the hot spots of the informatization. In order to meet the international and domestic environment, Heilongjiang Information Center as the leading department of the whole province, it has been achieved fruitful results in the areas of economic analysis, information research, information technology, network construction, information processing,content organizing, information legislation and other fields. It can be said that the achievements of the information resource development and utilization is for all to see.In the context of knowledge-based economy and globalization, based on literature surveys, expert investigation research and my practical work experience in Heilongjiang province,"Heilongjiang Economic Data Center"project construction scheme has been proposed that combined with the actual work of Heilongjiang information center. In this paper, we use the method with the combination of theory and practice. Through investigation research, we would explain the problems and then give some recommendations for it. At the same time, we solve such problems with a certain degree of empirical analysis. Moreover, we prospect the development and utilization of information resources of Heilongjiang Information Center.This study focused on the development and utilization of information resources through the whole province investigations as well as actual conditions of Heilongjiang Information Center. And then we propose"Heilongjiang Economic Data Center"project construction scheme. As for government and its relevant department, it can provide macroeconomic forecasting and the corresponding information technology support. As for other social part, it can provide information consulting services and some other information technology services.There are three innovations of this article: first, through expert investigation of the development and utilization of information resources in Heilongjiang Province, we can identify the existing problems and then give recommendations. For this work, it has a certain degree of difficulty; second, with the combination of the status quo of development and utilization of information resources in Heilongjiang Information Center, we propose the"Heilongjiang Economic Data Center"project construction scheme. For such work, it has a certain depth; third, we prospect the development and utilization of information resources of Heilongjiang Information Center. For this, there are some new insights about it.
