Web-based Teaching & Learning Management System (TLMS) is the foundation software package for e-Learning. For the importance of TLMS, there are a lot of research projects about it. But not all the reseachers can be familiar with the IT (Information Technology), the reseach about development of TLMS is always done by computer expert, On the other hand, the research about application and evaluation of TLMS is carried out by education experts.In this project, Author is the developer and technology surpporter and researcher at the same time. At first, according to the requirement that put forward by teacher, to develop a TLMS named D-Class. Second, apply it into the reality teaching and learing environment. And in the process of implement, collect the advice from student continuously and modify D-Class to fit the need of study of course. Lastly, evaluate the result of all the process.This study strives to connect the development, application and evaluation of TLMS. It is a demonstration research in development of TLMS.According by communication mode, the modular in TLMS can be classified into synchronous and asynchronous. This article is subject in asynchronous modular (such as BBS, downloading learning resource).This dissertation consists of six chapters, with the third, fourth, and fifth being the most important The following is frame of the prosent study:Chapter One introduces the backgroud of the reseach project, the origin, motivation, purpose, the problems to be solved, the innovation of the study.Chapter Two provides a summary of correlating literature. Basic theory that must be complide with in the process of development and application of TLMS is introduced. The trend of TLMS, the frameworks for evaluation different TLMS are listed.Chapter There discuss the study method in the project. In the development period, research & development and rapid prototype are used. In the application period, questionare, interview, data validation are the main study method.Chapter Four offers the development process of D-Class 1.0. Including how to select a suitable prototype, how to development, how to be a supporter, and how to modify the TLMS and make it easyer to use.Chapter Five provides how to evaluation the result of application. In the part, researcher analysis the student questionare, student's e-portfolio, and the access log of web server. At the same time, the cost analysis is given too.Chapter Six is the c(?)nlusion, in this part, the result and expierence from different phrase are sumed up.
