With the rapid development of GIS, More and more System and Application build and use many spatial data, and the cost of building these data is very large. While, main GIS manufacture always use their own format ,which is close, in different model and structure. Therefore, it's very difficault to conform and reuse these data, and wasteful. The Research on the interoperability of spatial data is very significant.As the development of the Internet and the invention of the XML, now we always use XML to dexcribe information and transfor data, thus XML is a text-based markup language that is fast becoming the standard for data interchange on the web. This paper analysed the shartage in the existing solution on the interoperability of spatial data, then proposed that use OCG GML(GML is XML which focus on spatial data) as the medi-format of the multi-format spatial data,that is using GML to describe spatial data, then realize the interoperability by accessing GML. In the research, we provide the CNSDTF as the original format, then build a GML Schema to describe the structure of the CNSDTF. Thus a XML which base on this schema can storage the data in a CNSDTF file. In the Implement, use SAX Parser and XSLT transformer in JAXP of Sun Java ,to realize a wrapper which wrap CNSDTF to XML. Finally, implement a archetypal system on the interoperability of spatial data which based on GML/JAXP.
