The Building Of Evaluation System Of E-Government System

With the rapid development of E-government, its effects have emerged such as enhancing the efficiency of work, improving the satisfaction of public, saving the cost of work and advancing the democracy and so on. However, there are lots of unsuccessful cases of E-government project because of extensive external relation and complicated internal system. In order to find and solve the problems, improve the successful rate and ensure quality of E-government, it is necessary to pay more attention to the E-government evaluation. So evaluation is a necessary and key part of E-government.At present, the research on E-government evaluation mostly focuses on the macroscopical level. Most of these evaluations are based on government website and to assess the E-government development level of each country or area. These evaluation systems are in favor of each country or area government understanding the development stage of their E-government. According to above research and the practice in china, this article puts forward an evaluation system based on E-government system on the microcosmic level.In this article, the components and functions of E-government system are firstly analyzed in detail and the E-government system structure model is built in order to define the evaluation scope. Second, based on the structure model, the performance of each level of E-government system is analyzed to build the evaluation framework. Upon the set of evaluation framework, the evaluation system of E-government system is built. Finally, the case study is done to validate the feasible and helpful of this evaluation system.The evaluation system of E-government system consists of three levels-basic factor, applying service and function, which combines not only the information technology and administration performance, but also the internal and external performance. So this is an all-around evaluation system.
