The video coding technology has been a hot spot in video processing field for recent years. The application of video streaming has also accelerated the video coding development. The MPEG series and H.261 to H.264 series of video coding standards have also been used in many domains. Especially the latest standard H.264 has been the key point of research. Facing the problems of video streaming on network, such as great data quantity, change of band width and lose of packages, the scalable coding is a good and effective method to solve these problems.This paper firstly introduced the principle of video coding, each coding standard and their essential characters. The introduction of integer transformation and Arithmetic Coding in H.264 is in particular. This paper also introduced each scalable coding method, especially introduced FGS and its improvements. In this foundation, this paper unified the integer transformation, the arithmetic coding and the coding method of the enhancement layer in FGS, and proposed a new FGS enhancement layer coding method. It has realized such an encoder based on the encoder of H.264. Judged from the experimental results, this new method not only improved the coding efficiency, but also obtained a more stable bit stream.
