Considering the history of the life of the human individual, the individual who is in different phase is different in the effects that he receives and different in the mass media selection and use. As the first phrase that human being come to this world and live with this world, children's moment has undeniable significance. To research the children on the base of the mass media and to tell the people that the development of the socialized child is related with the mass media through the analysis of the selective touch the children to the mass media and the conditions in which the mass media affect the children are both the reason and the aim of this article. The creation of this article is to discuss the effect that the mass media brings to the development of the characters of the children. There are no theories and proofs that have been brought in the theory of the characters development. The author will discuss this subject tentatively and give some proof. The author proposes that the mass media should play an important role in the development of the healthy characters of children. Besides, this article also analyzes the action of the technology succeeding of media. The author proposes the action and the future tendency of the children in the culture succeeding under the condition of the mass media. The author proposes that the aim of child media is to meet the need of the child development. It should make the children to be the really master of the child media.
