As the communications technology is developing fast, and theindividualized demand of customers is incessantly increasing, the competitionamong communications operators is even fiercer. It is the most important issueall operators faced that how to take up the market, to promote the market shareand enlarge the profit by providing individualized services for customers. TheIntelligence Network could provide various kinds of new services forcustomers in a short time, and promote the utilization ratio of the network andstrengthen the network's intelligence based on the original communicationnetwork. And it demands less investment and takes effect soon, which makes itas the focus all operators paid attention on.The working emphasis of this article is to discuss how to build a goodSCP load and control system of intelligence network, so as to utilize the SCPsystem resources to the maximum. At the same time to build the solutionscheme of SCP load and control combining with the development andapplication of the handset intelligence network services in Jilin Province.This article discusses thoroughly on the following aspects:First, to know deeply the quadrilayer plane model of the intelligencenetwork and see the distinct characteristics of the intelligence network: theseparation between service transaction and service control, and the servicebuilding is independent on the service operating environment, which thus formthe open service platform, and establish the bases for the speediness ofservices. In present, various services like Accounting Card Dialing, 800 calledcentralized paying;One-number and Handset Multimedia Ring are alreadyopened in succession, which become the new growing point of service incomefor handset operators. In the systematic structure of the intelligence network,the service controlling point SCP is the core part;it controls the dialing controlof all services in the intelligence network. SCP is made up of Service controlunit SCU and SAU, of which SCU is the core part in SCP to process theintelligent dialing and execute the intelligent service logic.Secondly, build a good SCP control mechanism and utilize SCPsystematic resources to the maximum. In order to lessen the load of SCP andpromote the processing capability and working efficiency of SCP, it is neededto actualize the SCP log maintenance system on one aspect, which couldsearch and count the situations like service operation and system alarm fastand in time to provide conveniences for the management and maintenance ofsystem operation. On the other aspect, to build SCP safety maintenance andmanagement system, this could check the safety and confirm the popedom;and then manage the safety of the controlling point of the intelligence networkexactly and effectively according to the basic data form the network operator.Again, study deeply the arithmetic and application of the Intelligencenetwork SCP load control. The processing capability of intelligence networkSCP system is limited and restricted by various resources. However, thedialing strength of customers can not be estimated. Load control is to refusepart of the dialing when the SCP system reaches or is going to reach thedesigned capacity to lessen the system's load in order to the stability andusability of the SCP system. The load control for intelligence network is madeup of the control based on node and the control based on network.Theoretically, by comparing the traditional arithmetic like call gapping,percent and buckets, proposes the overload control arithmetic adopting SSPmaximum estimating dialing aiming at single SCP—SSP controls the dialingaccording to the maximum number allowed on each SSP, and SCP renew themaximum number on SSP allowed according to the load circumstance to makesure the QOS not drop. For the big flux of the intelligence network services, toreduce the load of single SCP, promote the service processing capability andefficiency of SCP and adopt multi SCP intelligence network and load controlframework, and the self adapting and distributing load control arithmetic basedon returning technique—in order to actualize the restriction overload functionand routing function, it is needed to insert routing list and loading list into theload control module, the routing choosing function makes sure to allocate theservice dialing to one SCP for processing the dialing according to the loadingsituation. However, when the SCP is overloaded, it is needed to consider notonly the overload control, but also the load balance, which make SCP systemhave better equity and effectiveness.To discuss the SCP load control processing scheme combining with thepractice. In present, the familiar load situations are system failure leading tohindered dialing and database failure leading to hindered dialing. Amongwhich, the system failure leading to hindered dialing is divided into hindereddialing by EMS shortage, hardware file system storage shortage and overpossession of CPU;and the hindered dialing by database failure is divided intothe hindered dialing by INFORMIX EMS memory leakage, HDR switchingfailure and SCP application failure, etc. Adopt the pertinent solutionscombining with the situations above. At the same time, as the intelligencenetwork services is incessantly increasing, to discuss fatherly the SCP dialingrestricting system by service load and adopt static/dynamic mode to restrict thedialing according to one dialing abandon ratio for overload of dialing.Finally, to analyze the development and application of the intelligencenetwork in the next generation of communication network and discuss theissue waiting for further study.The next generation communication network means mainly NGNnetwork— which takes soft switch as the core of controlling, the groupingswitching network as the transmitting platform, is a network system combinedwith various networks like fixed network and mobile network. Theintelligence services based on NGN network could develop more agile andabundant service modes by inheriting the traditional intelligence services, e.g.VPN aiming at group customers, national cruiser of fixed fee paid in advance,and one-number service call/called function. However, this brings some issueswaiting for solutions in network technologies, like: the combination ofintelligence network and IP technology, the combination of intelligencenetwork and TINA and the third/fourth generation mobile communicationnetwork;the study to strengthen the load capability, accordance checkingmethod, and load estimating method of the intelligence network;and the issueto further study the intelligence network's whole evaluation for service andoperation performance based on the study of the QOS of the ordinarycommunication network. In sum, as the communication technology isdeveloping, the active communication network is going to melt into theintelligence information network gradually, which could bring more benefit forthe society owing to the development of intelligence network。...
