Study On The Value-added And Quality Control Of Intelligence Research

Intelligence research has important value as a mental fruit,The core value of intelligence research especially exists in the dynamic value addition along the process of intelligence production.which builds a bridge between the decision-maker user and the outside world,which has these characters as follows:indirect,lingering,hard to measure.It is very necessary to study the value of intelligence research and its value-added mechanism, on one hand, which can improve the quality of intelligence service, and on the other hand ,which can assure the value come true through analyzing the affection of intelligence value,and establishing the indicators.Lastly, through this study,we can know how the objective value of intelligence research report derives.This dissertation proposes an Intelligece Value-added Theory in the area of intelligence research. The development of this dissertation is as the following:First of all,it starts with a literature review of intelligence research value-added theories;Secondly, it discusses the intension, structure, and mechanism of intelligence value increment;Thirdly, it examines each links in the value adding process; analyzes the value adding mechanism from four dimensions; and summarizes the value adding contributions from each of the four dimensions;Fourthly, from the analyses above, it derives a system of the value-added control indicators, and establishes a series of value adding control modules. It further summarizes the above into a value adding control methodology.Lastly, it carries out case studies on some specific intelligence products in order to empirically test the validity of the Theory.This dissertation is divided into the following three parts:Part I: Putting forward the process of value of the intelligence and the value-added mechanism through the analysis on value-added theory of intelligence research. The mature theory which is used to guide the value-added analysis of intelligence can be inductive: the value of theory, Popper's three world theory, cognitive theory of intelligence, the principle of ordering and relevance theory. These theories provide theoretical basis and methodology guidance for intelligence research at all levels. On this basis, this paper puts forward a study on the value of intelligence content, the value of intelligence theory and mechanism of the principle of value-added, value-added elements,intelligence value chain.Part II: Confirming the frame to analyze the intelligence study add-valued.From the process of the intelligence research, the value-added theory could be divided into four dimensions: the target function of the dimension, the dimension of data collection, analysis dimensions, dimensions of the user benefits. Among these, the first three dimensions are belonged to the dynamics of value-added intelligence research: the target function of the dimension is the link, which can help the researchers to establish the scheme. It is also the foundation of the value-added intelligence research. This dimension needs to achieve science and rationality of the programming. Dimension of data collection is to order and process the large amounts of data in view of forms, which is the value-added of the volume of intelligence research. Analysis dimension acts to order the data and content level through a variety of specialized methods, which is the value-added of the quality of intelligence research. The effective dimension of user has influenced the structure of research activities, which are the research value of the value-added intelligence and the value-added of static level. In this paper, the role of each dimension and the influencing factors of value- added will be given in details. Accordingly, each dimension of the impact of factors and indicators were refining, and the methods of how to control the quality of every dimension was established .Part III: Constructing the value-added models of intelligence analysis reports, and conducting the verification of cases. Through the analysis of the cases, it can verify the rational and scientific of the value-added model, which refers in above of the paper.In this dissertation, through the theoretical analysis, methods of design, model construction, case studies and other methods, it smoothed the content of the value of intelligence studies, mechanism and developed the basis of theory,expands the foundation theory of intelligence research. Moreover, it proved the scientific of value-added model according with the cases studies, and provided a useful reference for intelligence research practice.
