With the higher education developments, the competitions among the universities are more impetuously. The improvement of the university's interior management and work efficiency has become significant. On the other hand, with the continuous improvement of information technology, the application and technology of office automation system has developed in high level. It has become an important mark of modern society. To establish a safe and effective OAS (Office Automation System) can improve the basic environment of the teaching and learning, scientific research and management greatly, its construction and degree of using reflect the level on modernization of the universities management to a certain extent. So constructing a system like this is not only to go with the tide, but also to meet the requirements of the enhancement of the university's management standard and the education benefits.
