With the rapid development of higher education, there are huge changes in terms of the scale of university organization, quantity of personnel and square meter of campus, which cause the traditional administration far and far behind the increased business. A university can do good job to teaching, scientific research and well serving the society as long as it improves the efficiency of resource deployment as well as service level of administration. Hence, it will be highly necessary to adopt OA system in daily administration of university.The author will show you a real case of developing OA system in Shanghai University of Electric Power (SUEP) in this paper, in which you can study how to apply the theory and methods to the practice of OA system in SUEP. Firstly, in this paper, the development of OA system and the construction management theory of OA system are briefly summarized, and the construction of information technology and the traditional business are compared. Secondly, starting from the current administrative management and office automation (OA) status of SUEP, the feasibility analysis of OA cooperative office system in SUEP is carried out in the practical situation. At the same time, through investigation and analysis of the OA system of SUEP, the content of specific requirements were analyzed. Thirdly, the author will get an in-depth analysis and elaboration of the OA project implementation in SUEP from the view of organization management, time management, quality management, communication & training, and risk management. At present, the five management modules of the system, such as administration, process implementation, basic office functions, work management and knowledge management, have already begun to put into use. Therefore, this paper uses the analytic hierarchy process to carry on the comprehensive evaluation to the five management module, the result shows the insufficiency of each module. So as to provide the direction for the improvement of OA system in the future, but also make the request to users.This paper presents some methods for implementing the management on OA cooperative office system in University. And through the analysis of the five functional modules, it provides the basis for the popularization and perfection of the OA system in university...
