Model report occupies the important position in the news activity of our country, However, under the new social situation, the influence of the model report has been attenuated day by day, because of many problems to be revealed, This article aims to study the difficult position of the model report by the new angle of view of the "communication effect", which believes what effect the communication are the ideas of the communicator and the limitation of the ways of the communication, as well as the change of the audiences' psychological activities and that of the communication situation. At the same time, this article, on the basis of the agreement of the tendency that "model reports are still long-standing", proposes several strategies to enhance the effect of the model reports as follows: to enhance the audiences' approval to the communicators; to follow the psychological rule of the communication object; to achieve the skilled utilization of the communication strategy; and last but not least, to synthesize the utilization of the vector in order to promote the two-way exchange.Model report includes the typical character report, the typical event report, the model work experience report, and so on. This article takes reports of the typical character as the main discussion object. The content-analytic method, the literature-search method, the case-study method, as well as the quota analytic method and the qualitative analytic method are intended to use in the research. Through the study of the news report that has the vital significance to the history, using "the content analysis" and "a case study", on the basis of which comparison can be achieved. Through the study of the important historical literature just like party's news working document and leader's expression, using "the literature-search method", on the basis of which explain within the concrete background can be achieved; through the quota analysis and the qualitative analysis, on the basis of which how the model report loses efficacy is described.
