Effective network management is the guarantee of normal network operation. Nowadays, along with the size of network expanding and the complexity of network framework increasing, the problems of network management are increasing. There are many problems in network management, for example: management inefficiency, hard management of mass network, waste of time and effort in manual configuration of network and so on.At the same time, the traditional network architecture appears more and more problems, such as the introduction of new technologies and standards to network is difficult, joining new services to structured modules which are already existing is difficult and so on. So a flexible network architecture—Active Network appeared. Active Network also brings new thoughts and new measures to network management.The Layered Active Network Management Scheme, which this paper researched, combined the distributed network management technologies and Active Network technologies. The objective of this scheme is to be able to make a flexible and effective network management. This scheme is through intelligent management agent to achieve the most network management functions. By the intelligent management agents, we accomplish the entire network topology discovery, and then abstract all the discovered devices into network topography. At last, go through the topography and generate the network management tree. By these, we get the network management model. Based on this model, we can accomplish the network information collection, event handle and other functions through all levels intelligent agents. And focusing on how to update the toplogy map after changes of netork toplogy. This model was simply realized on the ASP EE & SENCOMM platform.
